Unable to communicate, refusal to refund

Beware!! We arrived in Cabarete after over 24 hours of travel and a 4+ hour taxi ride. Mark's instructions on VRBO to obtain access to the rental was to contact him upon arrival to get the keys. We could not reach him for 2 hours! Not sure who's phone was the problem, he called us, we called him, but we couldn't connect for over 2 hours. It was already after 8:30 pm on New Years Eve, so we couldn't just hope that he would show up. Which if he knew we were trying to contact him, it wouldn't be too much to ask for him to just show up at the property, would it? So we ended up finding another place to stay, and now he claims that his unit was available for us to stay and he fulfilled his part of the deal. Even though we had no way to access the unit without an actual address or keys... So he refuses to cancel the booking, and I can't cancel it after the arrival date. So now I'm having to fight my credit card to get reimbursed. Use caution if you opt to stay at Mark Smithson's property.
